This error message means that you are using a task, for example "person_can_edit_child_form_notes", but have never defined that task anywhere.

This task is defined in the PersonNotes module which is in the file system at:
   ihris-common/modules/Person/modules/Notes/Notes.xml

Can you use the Magic Data Browser and export the Magic Data under:
   /I2CE/tasks/task_description
as a module and upload it here?
