snowball: Launcher crashes and bootup failures observed

Using Snowball build - https://android-build.linaro.org/builds/~linaro-android/snowball-ics-gcc46-igloo-stable-blob/#build=201
(kernel version 3.2, Android 4.0.3)

Launcher crash messages are seen continuously after bootup.
Unable to launch any application after bootup. device is unusable thereafter.

Other times device does not bootup completely and just hangs displaying "android" animation screen.

Reproducible:

Yes, 5/5 time

IMPACT:
========
Snowball board unusable with this build.

Steps:
==========
1. Flash https://android-build.linaro.org/builds/~linaro-android/snowball-ics-gcc46-igloo-stable-blob/#build=201
2. Bootup device,
Issue:
1. Immediately after bootup is complete notification on UI says - " Unfortunately, Launcher has stopped " , can't open main menu to select any apps therefore .
2. Other times complete bootup does not happen - device stays stuck at "android" animation logo

Hardware:

8GB class 10 transcend SD card
Snowball V11
HDMI out to Monitor
USB mouse connected before bootup.
