Thanks a lot for reporting this, however a paper cut is defined as a small usability flaw to which there is a trivial solution. What this bug reported states is that you wish there to be a way of disabling the notifications, which is a feature request and outwith the definition of a paper cut.

I have forwarded your request to the notify-osd project, as well as the Ayatana project, where such a feature can be discussed and implemented. In the meantime, this guide will explain how you can easily disable the notifications.
