I can confirm that the highlight applied to a document when it is moused over is 'hard', but I do not believe this is a bug that requires attention. Generally, the user will only be mousing over a document in order to select and do something with it. The hard highlight will not impede their ability to work as it will only be highlighted temporarily, before they move the cursor away to do something else. The document icons are also too small for any text to be discernible, even when the document is not highlighted, so I see no need to take any action on this bug.
