Isn't this by design? Thumbnails *should* be bigger than icons. They're thumbnails.

If a row consists only of icons, it's narrower, so that screen real estate isn't wasted with giant icons when small icons are equally legible. I believe Windows 7 does the same thing, and it should be left as is.
