Then why even have the background window as a part of the overarching appearance window? I can tell you that I personally have clicked the "appearance" button in preferences fewer times than I could count on my hands in the last two years, ever since I learned that "change background" brought me to the exact same place. I use it to set up/test fonts, install/test changes to themes, and yes, I even use it to add a whole bunch of wallpapaers, and then proceed to use just one for about a release cycle. I'm not saying that the wallpapaer section shouldn't be the first thing you see, I do think that's the thing people will use the most often. But it is not at all a jump of logic for a person to see the word "appearance" and not still understand they can change their background there.

Having checked, Windows now uses "personalize". Is that going to throw off a user looking to change their wallpaper? Well... I don't think so.
