This bug still exists in 10.04 LTS. The "(invalid encoding)" is just a superfluous annoying warning, which makes renaming files more difficult and cumbersome in Ubuntu (than e.g. on MS Windows). The "�" symbol is clear and visible enough to be sufficient as indication of an invalid encoding.
