A paper cut is a minor usability annoyance that an average user would encounter on his/her first day of using a new installation of Ubuntu 9.10. and is quick and easy to fix.
This would require the need for a new install process for fonts, which is not a quick fix.
This bug has been marked as "incomplete" because , there is at present no quick/easy fix.
But if you know of a simple fix for this, Kindly report this here.
BTW, a new package manager is being developed for Karmic > https://wiki.ubuntu.com/AppCenter , you could add your thoughts about the fonts installation to the comments page of the wiki, if it an easy addition , it might get implemented.
