I have tested on disco (19.04) and eoan (19.10).
I have a limited understanding of how fonts work, but the chromium issue doesn't appear to be caused by font metadata, rather by an incorrect implementation of the W3C spec.
@Harry, are there other problems with the rendering of Ubuntu Light?
Aside from the chromium upstream bug (https:/ /bugs.chromium. org/p/chromium/ issues/ detail? id=627143), I'm not seeing any issue with the rendering of Ubuntu Light:
