He means only the "picture-not-available"-symbol you see if the windows changes to Apply Changes. The updates are downloading you see a package with a globe.
I saw in Fedora that this icons are animated. Would be really nice to see a rotating globe by downloading and by Applying Changes a package with a paper and a moving pencil on it. But the minimum is a static package-symbol with for example the gedit-icon in the front.
