The PPD file labels #1 as Upper, when in fact it is tray 1, but tray 1 is the lower tray. Seems the top tray, #2 is #4 internally. I think the big problem is that there is no HP 9025-specific PPD file, only a HP 9020 file which I guess covers printers with single trays too. This needs to be fixed, but I have a solution for now.
I was able to get it to work by adding this line to the printer's PPD file:
*InputSlot Top/Top Tray: "<</MediaPosition 4>>setpagedevice"
