On a fully updated Ubuntu 20.04.3 LTS with kernel 5.11.0-37-generic #41~20.04.2-Ubuntu I'm experiencing the same issue with my HP OfficeJet 4657.

The workaround has been to remove IPPUSBXD:
sudo apt remove ippusbxd
Now I can scan again.
