Add support for HP OfficeJet 6950

Bug Description

Hello,

I bought an HP OfficeJet 6950 based on a clerk's recommendation that it is "just like the 6960 only with a smaller screen", having seen that the 6960 is fully supported. But when I tried to use it from my Debian system, it was not recognized at all by the hplip tools (hp-setup etc), and then of course it also wasn't seen by SANE tools (skanlite, xsane, scanimage).

I was able to make hplip identify it completely, by applying the the attached patch to /usr/share/hplip/data/models/models.dat. I basically copied 6960's entry, changed the device name and usb-pid, and that's it. It even knew to use the 6960's ppd file (I don't know how, I expected to have to specify that). And it seems to work perfectly.

The models.dat file says "don't edit by hand, use model_editor.py", but there is no such file on my system. I did edit by hand.

One point I would suggest -- if, as I suspect, the 6950 is primarily a European model, you may want to change the default paper size from "letter" to "A4".

Support for the 6950 as a scanner is still broken as of hplip 3.17.7.

Reopening as this can be useful info to those looking for an HP printer that is really fully supported.

Lineart scan (the one most used for document archival) does not work properly. Only top 2 inches of the page are scanned. See also https://bugs.launchpad.net/hplip/+bug/1703982 that has been opened for 3 months with no activity.
