I can confirm this bug also: hp-toolbox runs with LC_ALL=POSIX LANG=POSIX hp-toolbox (not appending UTF8). Local printing actually works, but network (via samba) doesn't seem to; btw, this one could be my fault (hp-check reports problem with libnetsnmp).
Using Gentoo Linux, hplip 2.7.10, cups 1.3.7-r1, LC_ALL=it_IT@euro, charset 8859-15
