On a fresh install of Ubuntu 13.04 I installed hplip 3.13.8
When the HP1020 plus printer gets plugged in the printer gets installed and everything works fine.
When you reboot either the computer or the printer. A popup window appears asking you to re-install the driver, it has 3 options as radio box
1. Download and install from internet
2. Install from local file
3. Don't install
We have to select option 1 every time this window comes up and it looks like all the printers get the firmware upgraded only after this.
It is a bit of night mare for users who don't have sudo permission as they are not able to use the printer until a super user logs in and sets the printers after reboot.
Please note I have tested HPlip 3.13.6 with the python patch as described in the bug report 1197306 - this works flawlessly after reboot of either the computer or the printer.

Can you provide following information to analyse the issue further.
1) Before restart system, run hp-diagnose_plugin in debug mode
$ hp-diagnose_plugin -g
2) After restart system or printer without installing plugin, run hp-diagnose_plugin in debug mode
$ hp-diagnose_plugin -g
