Currently Horizon is communicating with keystone via the publicURL in the service catalog. It should be using the internalURL.

This should be configurable - Horizon should be able to use either the public or internal URL based on a setting in settings. py/local_ settings. py. This way Horizon can continue to be as unopinionated as possible and support a wide variety of deployments.
