Comment 5 for bug 968696

If this is a mis-expectation than it's a bug on a completely misleading interface. If a role is assigned *on a tenant* the very reasonable expectation is that it has some connection *to that tenant*.

I fail to see the purpose of connecting roles and tenants if they are not scoped.
