When I'm trying to create a new horizon dashboard using tox:

tox -e manage -- startdash cloud_studio --target openstack_dashboard/dashboards/cloud_studio

I got this errors:

django.template.exceptions.TemplateSyntaxError: 'horizon' is not a registered tag library. Must be one of:

My environment:

+ Horizon: master (HEAD is at a17a81aecefb440b552506a5a63543fdb15e6517)
+ OS: Ubuntu 17.10
+ tox=2.9.1
