Bug Description
I was trying to start a new dashboard following the instructions from https:/
$ tox -e manage -- startdash mydashboard \
--target openstack_
the python files were created but not the template files. The dashboard.py file was created with a .tmpl file extension. The terminal gave an error code:

I was running the new master horizon.
