Bug Description
Steps to reproduce:
1. Enable Angular panels in settings.py in ANGULAR_FEATURES dict.
2. Go to settings page in Horizon and set 'Items Per Page' = 1.
3. Navigate to images page for example.
Expected result: 1 item per page
Actual result: nothing changed
