For anyone with similar issue.

Fix with
 WSGIApplicationGroup %{GLOBAL}
in
 openstack-dashboard.conf
should work.

Please remember to restart httpd (CentOS/Fedora/RHEL).
 systemctl restart httpd

In Ubuntu/Debian
 systemctl start apache2.service
