floating ip graphic label consistency

Right now it says:
Floating IP (0) ---------------------- 10 Available

It should be reworded as:
"Floating IP ---------------0 of 10 Used"

The fix that was proposed had lots of +1s on it, and seems to make sense. If someone wants, they could pick that up and run with it.

This bug is three years old and the overview panel has been improved since then. Currently we have a form of "<used> of <limit>".
