I cannot reproduce it.
I've created the instance on horizon, then by using the command line, I've created a new volume, and attached to the related instance. When I click on the details page, I am able to see the attached volume. If I click on the link that contains the volume, I am able to see the volume on the volumes tab, and it says that it is attached to the correct instance.
