For the budget display in particular, it would be beneficial to have a user-defined display order of the categories instead of just alphabetical display order.

User-defined display order is to allow visual prioritization of the categories. It is still useful just in the category display for the same prioritization reason so that the status of the most important categories appear at the top of the list. This (to me) is more consistent reinforcement than just looking at a report.
