Ok, so sometimes the dns proxy seems to get confused if dnsmasq hasn't started yet and there's nothing in the resolv.conf file. Some times the system even ends up with a resolv.conf without anything but comments. I guess the proper way to fix this would be to register the dns proxy with resolvconf or try to order stuff so that there is no race.
