I think the "index" issue is that that part of help.ubuntu.com needs to be
set for content negotiation [1], as the rest of the site. E.g. when I go to
this URL, I see the content in Catalan:

https://help.ubuntu.com/stable/ubuntu-help/index.html

I was involved in setting up content negotiation for help.u.c back in the
day, but I don't have visibility of how it ended up being set up behind the
server. I guess we'd need to ask IS to replicate the same setup on
'ubuntu-help' as on 'devices'.
