Bug Description
The fllowing steps in my devstack:
1. git pull, update the code
2. python install setup.py
3. heat-manage db_sync
4. then restart engine, but engine can't start because a keyerror raised: 'encrypted_

If there are some old raw_template records, and the 'environment' has no 'encrypted_
