(Get the code!)
In my localdev, the code was update to one day, may be there is something wrong in the code, and delete a stack is always in IN_PROGRESS status(it's ok for latest code), so there are some stacks in such status in localdev. Or to restart the heat-engine(for some reasons) while deleting, also can make stacks in DELETE_IN_PROGRESS state.
