update:

I've changed the parameter in heat.conf to:

auth_uri=http://127.0.0.1:5000/v2.0

instead of:

auth_uri=http://127.0.0.1:5000/v2.0/ec2tokens

I use rdo distro (icehouse)

and now it works.
