Comment 4 for bug 1652928

I tried several things but seems like tosca-parser works fine if type definition is provided. For example, if I update NFV definition file in the tosca-parser with (policy_types:
  tosca.policies.tacker.Scaling:
    derived_from: tosca.policies.Scaling) then without providing any custom types it works fine. Please make sure that Tacker is providing the tosca.policies.Scaling definition to the parser.
