IMHO, rather than adding a console link action to the heat resource list directly, it is better to add a link to an instance detail page. I don't think it is a good idea to add actions specific to resource types. In addition, we have various actions other than 'get console' for an instance and there is no reason to treat 'get-console' action as special action.
