Ubuntu 13.10 is "end of life" since July 17th [1], which means it's unsupported and no longer receives any updates. It's recommended to upgrade to Ubuntu 14.04 LTS which will be supported untill April 2019.
Having said that, if you which to ignore this and continue using Ubuntu 13.10 you'll have to make the software repository for Haguichi point to the packages for Ubuntu 14.04 instead by changing the "Distribution" value from "saucy" to "trusty" [2].
