I've found a workaround.
* Download the tar.gz from the Gwibber PPA main page: https://launchpad.net/gwibber
* Unpack it anywhere.
* Go under the main directory (ie. gwibber-2.29.90.1/).
* Run `./bin/gwibber`. It will create the files that the .deb version can't.
* Quit gwibber. Now you can use the .deb version without problems.
