Buttons, icons, check boxes, radio buttons, scrollbars, sliders ... all have prelight. Entries are an exception (shouldn't be), but there you see a change of the mouse cursor. It's simply inconsistent to not have prelight on menus (and tabs).
With a unified title-menu-bar, where you can drag to move the window on every area that is not a window button or menu, it would be good to make it clear if the pointer is in the menu area before a click!
