Filename extensions are not standardized nor authoritative.
They are just a hint. The only thing that matters is the
content of the file. And of course we _must_ mark up the
files as non-1.1 by providing a corresponding version
attribute on <svg>. This is the correct way of saying "this
file uses extensions", and all conformant renderers must
understand that. The only reason I'm not yet closing this
bug is because I suspect that this version setting currently
does not work, though I remember Mental implemented it some
time ago. Mental, can you please test it and comment?
