To add my 2 cents, I would say that a task without a start date should be considered as having its start date "today". Because if you don't set a start date, GTG assume you can start it right now.
Another option would be to consider the creation of the date as a start date. In fact, it might make sense for GTG to automatically set a start date when you create a task.
