I don't think the debate is about whether Ubuntu can ship libdvdcss2. The debate is that even after user installs libdvdcss2, DVD playing works one way (put DVD in drive, totem starts playing it) and not the other (Movie->Open Disc menu of totem).
That menu items needs to be fixed and this is the same thing that original reporter is expecting. Please correct me if I am wrong.
