Comment 1 for bug 911334

Others may chime in, but the I have the threshold function working
with the following syntax:

threshold(VALUE,"SOME_TEXT")

e.g.
threshold(1000,"1 Second Baseline")

This draws a solid line for me when using Milliseconds in a timing /
response graph.
