note that there's also the "help wanted"/"people" department in sourceforge, where registered projects may post job openings for new volunteers to join a project for specific support, efforts, sub projects etc.
It's possible to provide detailed information about the required/recommended background of developers including their amount of experience. For example, in the context of GNUsim8085 this might mean:

- C programming experience, intermediate knowledge
- familiar with assembly language or willingness to become familiar with the basics
- familiar with the 8085 ISA or derivates of it
- basic familiarity with GTK

however, note that it is not necessary for volunteers to possess all of these attributes, rather certain efforts may only require a subset of the skills listed, likewise other ideas may require additional expertise.
