1) it doesn't look into a "template" directory but rather loads templates from the database

Since GNUmed cannot know what sort of template you might want (LaTeX or OpenOffice) it
must display all available templates.

However, it is desirable to be able to filter or otherwise quickly select the desired template.

2) "Configuration" of paperwork templates does indeed happen und the menu GNUmed / master data.

It is only by coincidence that it is also possible to configure templates from elsewhere - because we
are reusing the very same template-list code.
