run application home expansion

Bug Description
I'm using ubuntu 8.10
when running the run dialog (alt-f2) and i want to run a custom executable file in my home dir i try to run ~/bla.sh
I expect tmp.sh to run but i get the following error
Could not open location 'file:/
Error stating file '/home/
I assume something goes wrong here in the expansion of ~

i searched for dupes but could not find any so i think that the likely-dup tag is out of place
