"Run application" doesn't recognize the tilde symbol

Binary package hint: gnome-panel
The "Run application" dialog will not recognize the tilde symbol. This isn't a huge problem since the home folder is assumed when using relative paths but it can be frustrating (like when you simply want to open a file in some hidden folder in gedit using a path you copied from a tutorial).
To reproduce (example):
1. Open a non-empty text file in your home directory with Alt+F2 using a relative path (e.g. "gedit Documents/
2. Repeat but with the command "gedit ~/Documents/
3. Observe the empty text file!
In the former case gedit will report in the title bar that the current text file is in ~/Documents which is true. In the latter case it will report that the (empty) text file is in ~/~/Documents. Thus it appears that the "Run application" dialog is unaware of the meaning of the symbol and interprets it as '~' rather than ~.
