1) Open the wallpaper panel in gnome3 control center, either by right-click on desktop "Change Desktop Background", or by searching unity dash for "Background".
2) Shows up in launcher as application "Background", with wallpaper icon.
3) Click "All Settings" at top left of window.
4) Click some other settings panel (such as "Backup" or "Keyboard")
5) The launcher item is still "Background" with a wallpaper icon, which no longer has any relation to what's in the window.
Easiest would be for bamf to generalize all such panels as "System Settings" applications. Harder would be to detect which panel is opened and adjust accordingly.
