With my Horizon hat on, now, the current proposal on that table is this:

Add a splash message in the header that displays any time an "admin" user is in the Project Dashboard with a cautionary message indicating they are acting as an admin, and that there are several actions which they should be aware of as potentially causing significant problems. The splash message will be short, but will link to a longer documentation of the known problems and their origins.
