We discussed this topic with system-scope in the Xena PTG last week with glance. Right now, the only really applicable system-scope API for glance is publicize_image (and possibly the metadef API).

Glance is writing up a specification that details the work for a refactor to make adopting system-scope easier and we're targeting that for Xena.
