This is a good summary of the problem.
One thing we thought about was restricting the ability to specify an image_id at the time of image creation to admins by policy, so that this feature couldn't be abused. An objection to that strategy is that for hybrid clouds, it would be convenient for regular users to use the same id for the same image in each cloud.
