Given that, I'm inclined to chalk that up to incomplete design and something that's not going to get properly solved by some short, backward-compatible stable backport patches under embargo. If Glance has no actual ability to guarantee that all locations for an image contain identical data then there is no image immutability guarantee while using multiple locations anyway.
