This is expected behaviour. Due to space constraints, we can only fit a
few language packs on the CD, and Japanese is one of them.

These can be downloaded post-installation (well, or automatically during
the installation, if there is network and Internet connectivity), which
is why we show the notification message below.

Yes. Up until here this is expected behaviour. See

I believe all this should be related to the issue described in bug
553162
and the fact that some programs, most notably Firefox, ignore the
LANGUAGE value and use LANG instead.
