Comment 1 for bug 1594471

We need to return all deposit functionality back to Evergreen. Deposit is indicated by a flag which is now ignored in renewals, holds, and other EG functionality. The flag should mean that no holds from outside the owning system can be placed as well as not charging a second deposit at renewal.

There may be other functionality around deposits that need to be added back.
