For me the play button comes back, and pressing it will restart the video.

However this works only when going to a video the first time after opening up an application. After browsing away from a video the problem you describe starts happening.
This is caused by the problem described in bug 1324622 (not receiving the playback complete signal from the media hub), so marking this bug a duplicate and increasing the importance of the other.
